Synopsis
After a rich woman and her haughty daughter snub poor street waif Peggy, she wanders into their home, in the midst of a kiddie costume party, where she steals a costume to participate. A fire breaks out and she goes to the rescue of the rich little heiress who was mean to her earlier.
